New Requirements for Ohio Prescribers Under OARRS Effective April 1, 2015

By:  George S. Coakley, Esq. and Megan K. Ormond, Esq.

Established in 2006, the Ohio Automated Rx Reporting System (OARRS) is a web-based system that collects information on all outpatient prescriptions for controlled substances that are dispensed by licensed prescribers or licensed pharmacies in Ohio.  The information in OARRS is available to:

  • Prescribers (or their delegates) when they treat patients;
  • Pharmacists (or their delegates) when presented with prescriptions from patients; and
  • Law enforcement officers and health care regulatory boards during active investigations.

Beginning January 1, 2015, Ohio law mandated that each prescriber who prescribes or furnishes an opioid analgesic or benzodiazepine (collectively “opioids”) certify to their licensing board that they have registered for an OARRS account upon renewing their license.

Beginning on April 1, 2015, the law was amended to establish several new requirements for Ohio prescribers as it relates to OARRS.
